当前,杭州刑事犯罪总量居于高位,究其原因:一是经济发展刺激犯罪增长;二是经济发展使新型犯罪手段不断出现;三是经济发展加速城市化进程滋生犯罪。对此,一是加强经济增长与发展的协调性,降低犯罪率;二是建立和完善城市社区防控体系,压缩和消除犯罪空间;三是完善社会保障体系,减少收入分配不公带来的社会矛盾;四是创新社会管理,构建社会综合治理机制等措施来降低犯罪。
At present, the total amount of criminal crimes in Hangzhou is at a high level.
