Rwanda’s Zhonglu Rice Development Joint Venture Co., Ltd. (hereinafter referred to as the joint venture company) is a joint venture invested by China Hubei International Economic and Technical Cooperation Corporation and the Rwanda government, investing 70 million roubles (approximately US$875,000 at the time). The joint venture company started its business in January 1987. The general manager of the Chinese side and nine professional technicians, together with Lu Fang’s deputy general manager and 49 employees, jointly ran 600 hectares of paddy fields in the Kabuyai rice area built in China in the 1970s. In the past five years, with the support of the governments of China and Luxembourg and the active efforts of both staff and workers, the joint venture company has enabled Kabuyi Rice Region to emerge from the low point of “low yield and loss” and become a new student.
