As the basic industry of national economy, water conservancy has gradually been known and understood by people. However, under the new situation, how to achieve a virtuous cycle of water conservancy economy and improve and revitalize the water conservancy industry is a very urgent strategic task and requires further research and discussion. Water conservancy economy is an important part of the national economy. Since the founding of the People’s Republic of China, a total of about 40 billion yuan of new fixed assets has been set up by the whole people’s ownership units in Anhui Province, while 20% of fixed assets of water conservancy have been added. In an agricultural province like Anhui, where floods and droughts are frequent and water resources per capita are relatively scarce, water conservancy construction not only concerns the stability of agriculture, but also affects the entire national economy
