1985年以来,我们公司在推行经理负责制和实行经济承包制的过程中,结合科研生产和职工生活的实际,连续5年在职代会上签订了“保生产发展、保生活改善”的共保合同,有效地强化了行政、工会和党委在企业发展上的责任感,激励了全体职工的积极性,增强了企业内部的活力,促进了科研生产的不断发展和职工生活福利的改善。签订共保合同的起因,主要来源于对职代会决议实施情况和职工利益分配心态的分析。1985年之前的几年,我们公司的生产任务尽管年年完成了,但总感觉有些事情不尽人意,特别是一些关系到职工切身利益的问题,往往是职代会上通过了,决议当中写
Since 1985, in the process of implementing the managerial responsibility system and the implementation of the economic contracting system, our company has combined the scientific research production and the reality of the employees’ lives, and has signed a guarantee of “guaranteeing production development and improving life insurance” at the employee congress for five consecutive years. The contract effectively strengthened the sense of responsibility of the administrative, trade union and party committees in the development of enterprises, encouraged the enthusiasm of all employees, enhanced the internal vitality of enterprises, and promoted the continuous development of scientific research and production and the improvement of the welfare of employees. The origin of the signing of the co-guarantee contract mainly comes from the analysis of the implementation of the resolution of the Workers’ Congress and the mentality of the distribution of employee benefits. In the years before 1985, our company’s production tasks were completed year after year. However, we felt that some things were unsatisfactory. In particular, some problems related to the vital interests of employees were often passed at the Workers’ Congress and written in resolutions.
