由于特定的历史、人文和地理条件,福建不可置疑地处于海峡两岸经贸交往与两岸关系的前沿地位,创下吸引台商的多项“突破”,使福建经济受惠颇多。然而近年来,台商对福建的直接投资进入了一个低增长的调整期,2003年台湾当局核准的对大陆投资金额中,江苏(包括上海)占48.13%、广东占26.69%、浙江占7.89%,福建仅占6.39%,落到第4位。究其主要原因有两方面:一是随着内地对外开放的进程以及台资企业在大陆产业构成的演变,考虑经济腹地的拓展、市场辐射能力的提升和产业结构的配套等因素,台商将投资重心向以上海为龙头的长江流域以及更具资源优势的内地移转是必然趋势;另一则是福建自身投资硬软环境不足的影响,尤其是未能营造良好的投资软环境从而跟上两岸经贸合作的发展形势。

There are two main reasons for this: First, with the process of opening to the outside world as well as the evolution of Taiwanese-owned enterprises in the mainland, considering the expansion of the economic hinterland, the enhancement of the market’s radiation capacity and the support of the industrial structure, The shift of investment focus to the Yangtze River basin headed by Shanghai and the more resource-based hinterland is an inevitable trend; the other is the impact of insufficient investment in hard and soft environment in Fujian Province, in particular, the failure to create a favorable investment soft environment to keep pace with the cross-Strait economy and trade Cooperation and development situation.
