水利工程施工质量管理是工程以合理规划，优良设计来满足施工功能，并发挥理想效益的重要保障。但其施工质量往往被忽略，给国家和人民财产带来损失的隐患，因此，笔者认为应该对小型农田水利工程施工质量问题的原因进行分析，并针对问题提出相对应的管理措施，对于同类工程，可供参考。
