公共信息服务的推进需要公共信息服务制度的科学建构。基于公共信息需求复杂化、服务目标聚焦化等要求所进行的公共信息服务制度设计,既要在面上进行总体的框架体系设计,又要在点上进行核心问题突破。在分析公共信息需求复杂化、服务目标聚焦化等具体表现基础上,文章从公共信息服务主体的网络化结构、客体的立体化格局和组织过程的标准化指南三个方面解析了我国当前公共信息服务制度设计的重点任务。
The promotion of public information service needs the scientific construction of public information service system. The design of public information service system based on the complexity of public information needs and the focusing of service targets not only requires the design of the overall framework on the surface but also breaks through the core issues at the point. On the basis of analyzing the concrete manifestation of the complexity of public information demands and the focusing of service targets, the article analyzes the current public information services in China from three aspects: the network structure of public information service providers, the three-dimensional pattern of objects and the standardization guide of organizational processes System design of the key tasks.
