燕京啤酒的介入早在上世纪90年代,业内就有一个公开的秘密,那就是山东省政府为了发展山东啤酒业,同意了青岛啤酒递交的统一山东啤酒业,攘外必先安内的报告,同意以政府力量对山东省第一啤酒企业青岛啤酒进行扶持。在这种背景下,有拚命三郎之称的青啤已故前总经理彭作义,便掀起了大规模的跑马圈地般的对啤酒企业的收购和兼并。通过连续多年的扩张,到2001年7月彭作义不幸去世为止,山东啤酒行业内有一半的中小企业被青啤收购。
