一、科技咨询服务是科技工作面向社会,为经济建设服务的重要途径。为更好地发挥科技人员的才智和潜力,为经济建设多作贡献。根据中国科协、财政部的科协发咨字[1986]第089号《科协系统科技咨询服务费用收支管理办法》及广东省科协、财政厅的粤科协字[1987]52号关于颁发《广东省科协系统科技咨询服务费用收支管理细则》等有关规定,为加强本会科技咨询服务费收支管理工作,特制定本暂行办法。 二、本会为非盈利性的服务组织,本着以服务为主的精神,合理收费。收费办法按以下情况分别处理:
First, science and technology consulting services are an important way for science and technology to work for the society and serve the economy. According to the Chinese Association for Science and Technology and the Ministry of Finance, the Association for Science and Technology issued the [1986] No. 089 “Administrative Measures for the Expenses and Expenditure of Science and Technology Advisory Service Costs of the Science and Technology Institute” and Guangdong Provincial Association for Science and Technology and the Guangdong Provincial Association for Finance and Economics [1987] No. 52 With regard to the issuance of the “Guidelines for the Management of the Expenses and Expenditure of the Costs of the Science and Technology Consulting Service of the Guangdong Provincial Science and Technology Association” and other related regulations, the Provisional Measures shall be formulated for the purpose of strengthening the management of the revenue and expenditure of the S&T consulting service fee. Second, the Council is a non-profit service organization, in the spirit of service-oriented, reasonable fees. The charging methods are dealt with separately according to the following conditions:
