本文报道了全国科技先进市——曲靖市,在“八五”期间把系统工程的原理和目标管理引入科技兴市战略,坚实基础,实现科技贡献率逐年增长的业绩。曲靖科技兴市成绩斐然,其成功之举在于大抓宣传,强化全市党政官员和市民、村民的科技意识。意识,是人所特有的对客观现实的反映。意识对物质的反映是能动的。意识使人能够用从客观现实中引出的概念、思想、计划等来指导自己的行动,使行动具有目的性、方向性和预见性。这就是曲靖人反复强化科技意识的真谛。看来,科教兴国、兴省、兴市……不抓科技意识的强化,只会是一句“写在纸上,贴在墙上”的口号。
