因东北三省经济与俄罗斯极为相似,东北三省也被称为“苏联式经济”。东北经济与俄罗斯经济发展的关系可用“连带”一词来表述,两者既极为相似,又互为影响。近年来,东北与俄罗斯经济都出现了经济衰退现象,深化东北与俄罗斯的交流合作对于双方都具有积极作用。本文首先分析了东北三省和俄罗斯经济发展现状及原因,接着阐述了东北三省与俄罗斯经济发展的连带关系具体表现,主要有地域位置相邻、经济衰退同频、产业结构相近、改革阻力较大等方面,然后又指出了东北三省加强与俄罗斯深层次交流合作的意义,不仅有利于深化中俄双方友好关系,而且有利于推动东北经济转型升级,最后从完善基础设施、加强能源合作、注重人文交流、提高贸易便利化水平、坚持改革创新五个方面提出了深化对俄交流合作推动东北经济振兴的意见建议。 Because the economy of the three northeastern provinces and Russia are very similar, the three northeastern provinces are also called “Soviet-style economies.” The relationship between the economy in Northeast China and Russia’s economic development can be described with the word “jointly and severally”, which are both very similar and mutually influential. In recent years, both the northeast and Russia economies have seen economic recession. Deepening the exchanges and cooperation between the northeast and Russia has played a positive role for both sides. This article first analyzes the present situation and the reasons of the economic development in the three northeast provinces and Russia. Then it elaborates the concrete manifestation of the joint and several relations between the three northeastern provinces and Russia’s economic development, mainly including geographical location, frequency of economic downturn, similar industrial structure, greater reform resistance, etc. Then, it pointed out that the three northeastern provinces strengthened the significance of deep-level exchange and cooperation with Russia, which not only helped to deepen the friendly relations between China and Russia, but also promoted the economic transformation and upgrading of Northeast China. From the point of improving infrastructure, strengthening energy cooperation and focusing on humanities exchanges , Raising the level of trade facilitation and persisting in reform and innovation, put forward suggestions on deepening exchanges and cooperation with Russia and promoting the rejuvenation of the northeast economy.
