一个群众性的讨论、制订长远规划的运动,在我厂、我车间轰轰烈烈地开展起来了。今年元旦社论指出:“在新的一年开始的时候,我们希望广大群众和干部都回顾一下过去的工作,议论一下形势和任务,订出本单位的大体规划。”周总理在四届人大所作的政府工作报告中指出:“国务院各部、委,地方各级革命委员会,直到工矿企业和生产队等基层单位,都要发动群众,经过充分讨论,制订自己的计划,争取提前实现我们的宏伟目标。”这些,都给我们深刻阐明了制订规划的重大意义。
A mass discussion and formulating a long-term planning campaign were vigorously carried out in our factory and in my workshop. This year’s New Year’s Day editorial pointed out: “At the beginning of the new year, we hope that the masses and cadres will review their past work, discuss the situation and tasks, and work out the general plan of this unit.” In his speech at the 4th NPC Government work report: "The Revolutionary Committees under the ministries, commissions and local committees of the State Council must mobilize the masses until grass-roots units such as industrial and mining enterprises and production teams fully discuss and formulate their own plans to achieve our grand goal ahead of schedule All these give us a profound understanding of the great significance of planning.
