在加强农村基层组织建设中,抓好团组织的配套建设也是其中的一大内容。最近,我们在对湖南省宜章县沙坪乡的调查中发现,农村团组织建设中存在的问题很多,不容忽视。据我们的调查,目前相当一部分农村团组织处于瘫痪半瘫痪状况,主要表现在以下几点: 1.班子不健全。全乡共有14个团支部,班子健全的仅仅有7个,占50％。有4个村的团支书是由村委主任、党支部书记或民兵营长兼任。团支书身兼数职,根本没有精力考虑团的工作,削弱了对团工作的领导。
