加强民兵、预备役工作，搞好民兵工作“三落实”，第一是组织落实。在市场经济条件下，强调搞好民兵组织建设显得更加重要。在社会主义经济体制建立的过程中，企业或新建立，或破产，或合并，或重新组合；人员或外出，或进来，编兵单位和劳力将呈变动状态。一句话，兵员将随着市场转。因此，民兵组织建设必须调整改革，使民兵编组与市场经济相适应。
