在回顾我国精细化工发展历程的基础上，借鉴国外做法,探讨在建立社会主义市场经济体制和对外开放的条件下精细化工发展的战略方针，并提出了10条建议。精细化工的发展应以市场为前提，原料为基础，技术是关键。强调要依托大型企业大力增加科技投入，加快人才培养，立足技术开发、应用开发和市场开发，坚持先开发市场后建装置的做法，加强宏观调控，引导有序发展我国精细化工的发展必须走提高经济增长质量、以质取胜之路。
