通过列举政府管理、政府决策、期刊结构、刊社体制、运作模式、学者思维诸方面的典型事例,指出当前我国科技期刊按计划经济体制模式办刊的惯性仍很强劲,“为读者服务”的办刊理念亟待树立,进而分析了“为作者服务”与“为读者服务”两种办刊理念在编辑实体、经费投入、运行机制、人才需求、期刊风格、社会效益诸方面的本质区别,探讨了“为读者服务”的深层含义,最后针对我国在经济体制转型期科技期刊不同办刊理念必然暂时共存的现状,呼吁科技期刊界同仁对“为读者服务”办刊理念的深切关注与全力践行。
