去年6月,石油石化行业开始了行业体制重组改革,依据上下游一体化的原则,组建了两大集团公司。这对于我国陆上石油勘探开发企业来说是一次极好的发展机会。随着行业体制改革,原有石油勘探开发项目投融资体制也会发生相应的变革,这就给石油勘探开发项目投资者及决策者以新的契机。能否及时转变观念,紧跟“体制转型”的步伐,是项目经营者和决策者所关心的问题。本文就我国现阶段项目投融资体制可能发生的转型进行了分析,并对项目经营者和决策者可以采取的方式和策略进行了研究。提出了若干改革措施。
Last June, the petroleum and petrochemical industry started the restructuring of the industrial system and formed two major group companies based on the principle of integration of the upstream and downstream. This is an excellent development opportunity for China’s onshore petroleum exploration and development enterprises. With the reform of the industrial system, the investment and financing system of the original oil exploration and development projects will undergo corresponding changes. This will give new opportunities to investors and policy makers in oil exploration and development projects. Whether the concept can be changed in time and the pace of “system transformation ” are issues of concern to project managers and policy makers. This article analyzes the possible transformation of project investment and financing system in our country and studies the ways and tactics that project managers and decision makers can take. Proposed a number of reform measures.
