目的:制定较为科学、合理的社区卫生服务机构绩效评估指标体系。方法:在采取广泛查阅文献和专题讨论的方式制定指标体系框架后,采取德尔菲专家咨询法筛选指标,构建指标体系。结果:经过两轮专家咨询共确定评价指标71项,其中一级指标3项,二级指标12项,三级指标56项。专家积极系数两轮分别为80%和100%;专家权威系数为0.8528;绝大部分指标变异系数控制在0.3以下。结论:社区卫生服务机构绩效评估指标体系的专家积极性、权威程度、专家意见集中程度和协调性均较高,显示评价指标体系的可信程度较高,可为进一步建立适合各地社区卫生服务机构绩效评估指标体系提供参考。
Objective: To develop a more scientific and reasonable community health service performance evaluation index system. Methods: After making the framework of index system by extensively consulting the literature and discussing the topic, we adopted Delphi expert consultation method to select the index and construct the index system. Results: After two rounds of consultation, a total of 71 evaluation indexes were determined, among which one was first grade, the second was 12 and the third was 56. The positive coefficient of experts is 80% and 100% respectively in two rounds; the coefficient of expert authority is 0.8528; and the coefficient of variation of most of the indexes is controlled below 0.3. Conclusion: The experts ’enthusiasm, authority, expert opinion concentration and coordination of community health service agencies’ performance evaluation index system are higher, indicating that the evaluation index system is more credible, which can be used to further establish the suitable performance of community health service institutions Evaluation index system for reference.
