私营企业暂行条例及其施行办法,业经中央人民政府政务院及财政经济委员会先后公布施行。为适应本省工商业者具体情总,根据中财委财经私字第七八号指示,搜集各地意见,提出公私营企业登记几项补充办法,希即研究执行。(一)营企业暂行条例施行办法第二条所称「工商行政机关」,在省为工业厅、商业厅,在市为工业局、商业局(科)、县为县人民政府。(二)公营企业除法令另有规定者外,亦应参照私营企业暂行条例及其施行办法,向常地主管工商行政机关办理登记。(三)公营企业而为公司组织,或由中央各部门直接领导者,应经由当地市、县主管行政机关转报中央私营企业局办理登记;并发给执照。登记事项为:企业名称、所营事业、企业所在地、领导机关、开设年月日,以及备考等事项,其分支机构亦同,登记文件应抄送副本一 The Provisional Regulations on Private Enterprises and the Measures for Their Implementation have been promulgated and implemented successively by the Central People’s Government, the State Council and the Financial and Economic Committee. In order to meet the specific conditions of the province’s businesspeople, according to the Fiscally Finance Personal Code No.78, CECEP collected opinions from all over the country and proposed several supplementary measures for the registration of public and private enterprises, hoping that research and implementation would be carried out. (1) The term “industrial and commercial administration organs” as mentioned in Article 2 of the Measures for the Implementation of the Interim Regulations of Enterprises and Battalions, in the province is an industrial hall, a commercial hall, and the city is an industrial bureau, a commercial bureau (section), and a prefectural county people’s government. (2) Apart from the provisions of the ordinance, public enterprises should, in the light of the Provisional Regulations on Private Enterprises and the methods for their implementation, register with the competent industrial and commercial administrative authorities. (3) If a public enterprise is a company or a leader directly under the central government, it shall be reported to the Central Private-owned Bureau for registration through the competent municipal and county administrative authorities; and a license shall be issued. The items for registration are: the name of the enterprise, the business in which the enterprise is located, the location of the enterprise, the leading organ, the date of opening and the preparation of such items, and its affiliates shall also be copied together with the copies of the registration documents
