信访是一项承载了中共执政理想的本土化、内生性的政治制度,在国家治理体系中居于基础性地位。当前,在极其复杂的政治社会生态下,信访治理领域乱象丛生,广受社会诟病,并引发了关于信访存废的持续论争。其实,由于对社会问题的吸附,信访所呈现的乃是整个制度体系的治理焦虑,它制度化地减缓了社会矛盾的巨大冲量,承受了整个社会治理低效和失灵的代价。而应对治理困境,需要重温和反思信访原初的设计理念,尤其是在信访的政治、法治、治理等原则中形成新的共识。
Petition is a localized and endogenous political system that carries the CCP’s ideal of governing and occupies a fundamental position in the system of state governance. At present, under the extremely complicated political and social environment, the field of complaint handling has been widely criticized and chanllenged in the field of complaint handling, which has triggered a continuous dispute over the existence of letters and visits. In fact, due to the adsorption of social issues, letters and petitions presented the governance anxiety of the entire system, which systematically slowed down the huge impulse of social conflicts and endured the inefficiency and failure of the entire social governance. In response to the dilemma of governance, we need to revisit and reflect upon the original design concept of petitioners, especially the new consensus on the principles of petition politics, rule of law and governance.
