到目前为止,我国发现或者怀疑有日本侵华遗留化学武器的地区包括:安徽、河北、黑龙江、江苏、吉林、辽宁、山西、浙江以及内蒙古。其中于最近酿成惨痛事故的以齐齐哈尔为最甚。2003年8月4日,齐齐哈尔市先后有43名群众接触到工地上5个铁桶中的有害液体,随后出现中毒症状。接触毒气人员中的河南籍民工李贵珍虽经多方抢救,终因多器官衰竭而死亡。经我国有关专家鉴定:这5个桶是1945年日军侵华时遗弃的芥子气毒气罐。随即,中国政府向日本方面提出严正交涉。在中日两方专家检测和交涉当中,日方代表曾以其档案里没有有关记载为借口,极力推脱责任。当然最后日方还是在中方提供的证据面前,承认了曾遗弃化学武器的事实。为使日本在华遗弃化学武器的危害降到最小,近年来,中方曾多次要求日方提供有关遗华化学武器具体埋藏清单的档案资料,但日方一直未予同意。苦于没有日本在中国境内埋藏化学武器的详细档案,中国政府也就难以向可能埋藏有化学武器地区的中国平民做适当的宣传预防工作,更不能进行有效挖掘。看来,围绕处理日本在华遗弃化学武器问题,有关档案工作还会一再得到拷问。
So far, the regions in China that have discovered or suspected Japan’s invasion of China include Anhui, Hebei, Heilongjiang, Jiangsu, Jilin, Liaoning, Shanxi, Zhejiang and Inner Mongolia. Among them, Qiqihar was the worst in the recent painful accident. On August 4, 2003, 43 people in Qiqihar City contacted successively the harmful liquid in five iron drums on the site, followed by symptoms of poisoning. Despite the multi-party rescue, Li Guizhen, a Henan migrant worker exposed to the poison gas, died of multiple organ failure. Appraised by relevant experts in our country: These 5 barrels were mustard gas cylinders abandoned by the Japanese invaded China in 1945. Immediately, the Chinese government made solemn representations to Japan. Among the tests and negotiations conducted by experts from China and Japan, Japanese representatives tried hard to shirk their responsibility under the pretext of not having the relevant records in their files. Of course, Japan finally acknowledged the fact that it had abandoned its chemical weapons in the presence of evidence provided by China. In order to minimize Japan’s harm caused by the abandonment of chemical weapons in China, in recent years China has repeatedly asked Japan to provide archival materials on the specific buried list of the Chinese chemical weapons but Japan has not given its consent. Without a detailed archive of the Japanese embezzled chemical weapons in China, the Chinese government will find it hard to properly promote and prevent Chinese civilians who may be buried with chemical weapons. Moreover, they should not conduct effective excavations. It seems that around handling the issue of Japan’s abandonment of chemical weapons in China, archival work will also be repeatedly tortured.
