解放战争时期,人民解放军的规模迅速扩大,部队编制体制调整频繁,干部需求数量巨大、种类繁多。为此,全军开展了卓有成效的干部选拔补充工作,通过民主推选干部、动员地方干部参军、争取俘虏军官等方式,及时补充了大量干部,使部队战斗力得以保持和提高。其经验是:必须紧密结合形势发展需要,对干部需求作出前瞻性预测,以把握干部选拔补充工作的主动性;必须对干部政策熟练掌握,灵活运用,以求全面准确地选拔补充干部;必须不断加强对干部的教育培养,以确保选拔补充工作的实效。
During the War of Liberation, the PLA rapidly expanded its scale and made frequent adjustments to its force establishment system. The demand for cadres was enormous and varied. To this end, the PLA has conducted fruitful work in selecting and supplementing cadres. Through such measures as democratically selecting cadres, mobilizing local cadres to join the army and fighting for captives and other officials, a large number of cadres have been added in a timely manner so that the combat effectiveness of the armed forces can be maintained and enhanced. The experience is that we must closely anticipate the needs of the development of the situation and make forward-looking forecasts on the needs of cadres in order to grasp the initiative of cadres in their work of selecting and supplementing cadres.
