2006年11月23-24日,第十二次全国民政会议在北京举行。这次会议是在全党全国人民认真贯彻落实党的十六届六中全会精神,加快构建社会主义和谐社会的形势下召开的。会议的主题是：以邓小平理论和“三个代表”重要思想为指导,认真贯彻党的十六届六中全会精神,全面落实科学发展观,总结“十五”民政工作,部署“十一五”民政工作,进一步推进社会建设与管理体制创新,促进社会主义和谐社会建设。
From November 23 to 24, 2006, the 12th National Civil Affairs Conference was held in Beijing. This meeting was held under the situation that the entire Party and the people across the country conscientiously implement the spirit of the 6th Plenary Session of the 16th CPC Central Committee and speed up building a socialist harmonious society. The theme of the conference is to follow Deng Xiaoping Theory and the important thought of Three Represents as guidance, conscientiously implement the spirit of the 6th Plenary Session of the 16th CPC Central Committee, implement the scientific concept of development in an all-round way, sum up the 10th Five-Year Civil Affairs work and deploy the 11th Five- "Civil affairs work, to further promote social construction and management system innovation, and promote the building of a socialist harmonious society.
