目的分析职业卫生技术服务机构服务质量,探讨其监管方式。方法搜集某市2014年职业卫生监督检查中96家企业提交的工作场所职业病危害因素检测报告结果数据,分析不同类型职业卫生技术服务机构服务内容、不合格检出率。结果大型公立机构、区县疾病预防控制中心、民营/外地机构每家企业职业病危害因素平均检测项次分别为48.65、20.54、29.76,三者差异有统计学意义(F=3.98,P<0.05);检测项目的不合格率分别为16.78%、20.97%、9.57%,三者差异有统计学意义(χ2=43.88,P<0.01)。结论应加强对职业卫生技术服务机构服务行为的监管,通过抽样监督检测对机构实施的企业定期检测结果的可信度进行评估,督促机构的规范服务。
Objective To analyze the service quality of technical service agencies of occupational health and discuss the ways of supervision. Methods A total of 96 occupational health supervision and inspection in a city were collected from the data of workplace occupational hazards testing report submitted by the enterprises in 2014, and the service contents and failure rate of different types of occupational health service institutions were analyzed. Results The average test items of occupational hazards in large public institutions, district CDC and private / foreign institutions were 48.65, 20.54 and 29.76 respectively, with significant difference (F = 3.98, P <0.05) The unqualified rate of test items were 16.78%, 20.97% and 9.57%, respectively, with significant difference (χ2 = 43.88, P <0.01). Conclusion The supervision of service activities of occupational health service agencies should be strengthened. The reliability of periodic inspection results of enterprises implemented by the institutions should be assessed through sampling supervision and inspection, and the institutions should be urged to regulate their services.
