[目的/意义]介绍英国通过电子借阅试验探索建立公共图书馆最佳电子借阅模式的方法,为我国图书馆开展电子借阅服务提供借鉴与参考。[方法/过程]通过网站和文献调研,分析英国公共图书馆电子借阅服务面临的种种困境以及英国政府部门引领相关行业共同合作,开展不同借阅政策下的试验项目所采取的诸多措施。[结果/结论]英国图书馆的实践经验对于我国开展电子借阅服务具有一定的指导意义。公共图书馆应积极与出版商沟通,灵活采用授权模式,拓展采购渠道,争取公平价格,为读者带来更多的免费数字访问内容,提升服务品质。 [Purpose / Significance] This article introduces the method of establishing the best mode of electronic lending in public libraries through the electronic lending experiment in the United Kingdom, and provides reference and reference for our country’s library to borrow electronic lending services. [Methods / Processes] Through the website and literature research, this paper analyzes the difficulties faced by the electronic lending service of British public libraries and the measures taken by the British government departments to lead the relevant industries to cooperate and carry out the pilot projects under different loan policies. [Result / Conclusion] The practical experience of the British Library has some guiding significance for our country to carry out the electronic loan service. Public libraries should actively communicate with publishers, flexibly adopt the authorization mode, expand procurement channels, strive for fair prices, bring more free digital content to readers and improve service quality.
