我国新型农村社会养老保险试点工作已于2009年10月1日前启动,农村社会养老保险制度建设进入了崭新的阶段。本文从经济的角度对新型农村社会养老保险制下的普惠制养老、账户设置、养老金构成、财政补贴、参保回报及由此带来的农村养老观念的改变方面进行解读。以期引起地方政府对新型农村社会养老保险所需资金的重视,合理安排财政支出,同时引导处于劳动年龄的农民树立新的养老观念,积极参加新型农村社会养老保险,以获得普惠制的养老待遇。
The pilot project of new-style rural social endowment insurance in our country started before October 1, 2009 and the construction of rural social endowment insurance system has entered a brand-new stage. This article explains the GSP pension, account setup, pension structure, financial subsidy, insured payback and the change of the concept of pension in rural areas under the new rural social pension system from an economic point of view. With a view to arousing the local government’s attention to the fund needed for the new-type rural social endowment insurance, arranging the financial expenditure rationally, at the same time guiding the working-age peasants to establish a new concept of old-age pension and actively participate in the new rural social endowment insurance so as to obtain GSP pension .
