“人类安全”观念早在1994年联合国开发计划署(UNDP)出版的《人类发展报告》(HDR)中即已出现,并向世界范围广为传播,是一十分有包含性的大安全观念,可以很好地囊括传统安全与非传统安全领域的问题.中国首先提出的生态文明理念,是中国结合中国国情与世界发展趋势,提出的新的文明发展模式.这一模式的提出积极地促进了人类安全理念的实施与发展.这种促进作用,有利于中国参与国际社会的互动,获得更多的话语权,树立良好的国际形象,有利于中国对外合作交流工作的展开.
