认真贯彻调整方针 实现小钢铁增产减亏

在最近召开的全国清产核资、扭亏增盈、经济核算会议上,交流了扭亏增盈的经验,辽宁省冶金工业局的经验就是其中的一篇。辽宁省冶金工业局的扭亏增盈工作所以取得比较显著的成效,首先是因为他们在调整、整顿上下了功夫。他们在调查研究的基础上,坚决把那些长期亏损而又没有生命力的厂子停下来,择优供应,合理安排生产,这就不仅解决了消耗高、成本高、亏损多的问题,而且使小钢铁企业真正做到在调整中前进,在调整中提高。其次,他们实行的亏损定额补贴包干办法,由省财政局对省冶金局实行总包,省冶金局承担亏损包干的经济责任,也是值得推广的。实行这种办法,可以推动地区和部门加速工业的调整,改变过去那种敞口补贴的办法,有利于促进企业改善经营管理,降低成本,消灭经营性亏损,并且把政策性亏损压缩到最低限度。当然,实行定额补贴的办法要规定适当,补贴范围要有所控制,补贴标准要先进合理,不要因补贴不当而出现保护落后的情况。自开展扭亏增盈工作以来,各地区、各部门、各企业认真贯彻了党中央、国务院的指示,做了大量的工作,取得了显著成效。但是应当看到,消耗高,浪费大,亏损多,盈利水平低的现象还相当普遍。这种状况如不改变,对国民经济的调整和四个现代化建设是十分不利的。一九八○年,必须采取切实措施,坚决消灭经营性亏损,结合经济调整狠抓五小工业的扭亏,把国家政策允许的亏损降到最低限度,并努力提高盈利企业的盈利水平,在增产节约运动中做出更大贡献。 At the recently held national meeting on clearing nuclear assets, turning deficits and increasing profits, and economic accounting, they exchanged their experience in turning losses into profits, and the experience of Liaoning Metallurgical Industry Bureau is one of them.
