2004年3月的两会上,身为全国人大代表的湖南步步高连锁超市董事长王填向新任商务部部长薄熙来亲手递交了《商业大店法》草案。这是他用一年时间,自费10万元,请国内商业、法律等方面权威人士编撰的完整专门法,他开创了中国立法史上的记录。但他的目的并非要成为“商业大店法第一人”,而是期望他的这部法能够清理竞争秩序混乱零售业市场,给中国零售企业一个能够长成“沃尔玛”的公平环境。
At the two sessions in March 2004, Wang Furen, the chairman of Hunan Buyu Chain Store, a representative of the National People’s Congress, personally submitted the draft “Commercial Grand Store Law” to the new Minister of Commerce Bo Xilai. This is his full year of application of 100,000 yuan at his own expense. He asked the domestic authorities to compile a complete set of specialized laws in the fields of commerce, law and other aspects. He created a record in the history of China’s legislation. But his aim is not to become “the first person in the business big shop law,” but to expect his law to clean up the competitive market and disrupt the retail market, giving Chinese retailers a fair environment that can grow into a “Wal-Mart.”
