长江委作为水利部在长江流域和西南诸河的派出机构，国家授权其在上述范围内行使水行政管理的职能。在贯彻《中华人民共和国水法》十年来，长江委在流域水法制体系建设、防汛、河道整治与管理、水资源规划、取水许可与水中长期供求计划、水土保持、水资源保护、水法宣传和水事纠纷调处等方面做了大量的工作，取得了巨大的成绩。同时，还存在着一些困难及问题。大量的事实表明了依法加强流域水资源统一管理的重要性。
