任何社会都需要稳定和巩固社会秩序,而获得社会稳定和秩序的基础就是使社会成员享有就业、身心健康、生活保护和儿童福利等起码的社会保障和社会福利的权力。否则,就会因为其社会成员无法获得这些起码的生活条件和健康条件而丧失进行社会控制的可能性。特别是在转型期,全社会面临和存在着大量农村剩余劳动力的安置问题、农村贫困人口的脱贫问题、城市下岗、失业、待业人员的就业问题等,都直接切中生存问题的主题。能否解决得顺利,关系到中国现在与将来的社会稳定和社会控制体系的良性运行。因此,本文试图从社会保障对社会控制的制约关系这一角度来探讨中国社会控制领域的一些现实问题。
Any society needs to stabilize and consolidate social order. The basis for obtaining social stability and order is the power of social members to enjoy the minimum social security and social welfare such as employment, physical and mental health, life protection and child welfare. Otherwise, the possibility of social control will be lost because of the inability of their members to obtain these minimum living and health conditions. Especially in the transitional period, the whole society faces and exists a large number of resettlement problems of surplus rural labor force, the problem of poverty alleviation among rural poor people, urban laid-offs, unemployment and employment of unemployed people, etc., all directly address the theme of subsistence issues. Whether it can be smoothly resolved or not depends on the sound operation of China’s social stability and social control system now and in the future. Therefore, this article attempts to explore some realistic problems in the field of social control in China from the perspective of the restrictive relationship between social security and social control.
