政绩考核,主要考核干部在完成任期目标和履行岗位职责过程中所提出的工作思路、采取的措施、发挥的作用以及所取得的绩效等。中共中央组织部1995年设立的“县(市)党政领导班子政绩考核指标体系”虽具有承前启后的重要地位,但在指标设置和考核实践中存在一些问题。因此,要科学合理地设定市县党政领导干部政绩指标体系,对各方面提出的政绩考核标准进行对比分析,择优选用。基于贯彻科学发展观与正确政绩观、繁简相宜、易与其他制度相匹配等尺度,本文建议市县领导干部政绩考核的标准,可用国家经济社会发展五年规划设定的指标作为统一口径,允许各地根据实际情况进行必要的斟酌损益。
Performance evaluation, the main assessment of cadres in the completion of the objectives of the term and performance of duties in the process of work proposed ideas, measures taken to play a role as well as the performance achieved. Although the index system for performance evaluation of the leading cadres in the Party and government (county) (city) organization established by the Organizational Department of the CPC Central Committee in 1995 possesses an important prerequisite for succession, there are still some problems in the index setting and examination practice. Therefore, we should scientifically and reasonably set the performance index system of the leading cadres in cities and counties, and make a comparative analysis on the performance evaluation standards put forward by various quarters. Based on the implementation of the scientific concept of development and the correct performance concept, simple and affordable, easy to match with other systems and other standards, this paper suggests that city and county leading cadres performance appraisal standards available for national economic and social development five-year plan set indicators as a unified caliber, All localities are allowed to make the necessary discretionary gain and loss according to the actual situation.
