从公共物品的社会价值估算出发,以北京市公共交通为例,估计了财政向公共交通转移支付的潜在及显性收益.估计结果表明:(1)对公共交通进行补偿的成本收益比约为1∶10;(2)通过对公共交通的补偿可显著改善城市道路交通环境;(3)期初约每年40亿元的公交补偿投入,可使公交客运量增加15%,市区道路平均车速高于20 km/h,职工平均日上下班交通时间合计约为1.5 h左右.
