1.维持宪政秩序和社会稳定对于当代政府治理而言,良好的宪政秩序意味着法治权威的确立、政府合法性的建立、政府治理体系的稳定、政府过程的有序,它对经济发展、社会繁荣、国家竞争力的发展都是不可或缺的。作为公共管理者,如何防止政府的崩溃,建立和发展宪政秩序并在此基础上实现良好的政府治理至为关键。2.平衡政府与市场关系国家中心主义和市场中心主义的偏狭观点对于经济发展是有害的,过分强调任何一方面的作用都可能造成灾难性的结果。政府与市场不是谁取代谁的问题,而是二者有机的配合和协调的问题。
