2001年9.11恐怖袭击事什使加强美国的食品供应安全成为当务之急。鉴于此,美国国会通过了公共卫生安全和预防与应对生物恐怖袭击法案(简称:生物反恐法案The US Bioterrorism Act of 2002),并由布什总统于2002年6月12日签署,颁布实施。根据2002美国生物反恐法案,FDA(美国食品和药品管理局)于2003年10月10日正式公布食品机构注册法规和进口食品预先通报法规,并将于今年12月12日生效。 FDA食品机构注册法规要求,目前在美国国内和国外从事生产、加工、包装或储存供美国市场人群或动物消费的食品机构必须于2005年12月12前向FDA注册。出台本法规的目的旨在更加有力地保障美国的食品供应:一旦食源性疾病爆发,这些注册信息可以帮助FDA和其他相关机构追查污染源,以及疾病爆发原因。而且,注册信息可以帮助FDA快速通知有可能被污染的其他机构。 自本法规生效日起对没有进行注册,并且试图将食品出口到美国的外国企业,其食品将在港口被扣留,直到FDA指示将其食品移到一个安全的设施内。所有移动和储存的费用均由当事人承担。
The September 11, 2001 terrorist attacks made it imperative to strengthen the food security in the United States. In view of this, the U.S. Congress passed the Public Health Security and Prevention and Response Act of Bioterrorism (the Act: The Biological Bioterrorism Act of 2002), which was signed and promulgated by President Bush on June 12, 2002. According to the 2002 U.S. Biological Anti-Terrorism Act, the FDA (Food and Drug Administration) officially announced the Registration of Food Establishments Regulations and Imported Food Prior Notification Law on October 10, 2003 and will enter into force on December 12 this year. FDA food agency registration regulations require that food establishments currently producing, processing, packaging or storing for the United States market or animal consumption in the United States and abroad, must register with the FDA by December 12, 2005. The purpose of this regulation is to provide stronger protection of the food supply in the United States. These registration information can help the FDA and other relevant agencies to trace sources of pollution and the causes of disease outbreaks in the event of a foodborne illness. Moreover, the registration information can help the FDA quickly notify other agencies that may be contaminated. From the effective date of this Act to foreign companies that have not been registered and are trying to export food to the United States, their food will be detained at the port until FDA directs its food to be moved to a secure facility. All mobile and storage costs are borne by the parties.
