1987年6月21日至25日,由北京和天津党史学会等六个单位主办的“纪念平津抗战五十周年学术讨论会”在天津市蓟县举行。来自京津两地高等学校、研究机关和解放军院校的五十多名专家、学者、教授和有关研究人员参加了大会,共提交论文41篇。天津市委宣传部副部长杜立同志在大会上讲了话。大会围绕五十年前日本军国主义侵华和平津抗战的发生、演变以及其他有关问题展开了热烈的讨论。一、关于“七七事变”的起因。近几年,国外某些学者提出“七七事变”是中国驻军对日军演习“产生错觉,由于恐惧而开了枪”,把侵华战争视为一场偶然的历史误会。为了澄清事实,有些同志详细考察了“七七事变”前,中日军队在宛平附近的驻防情况,运用参与事变的日军中队长清水节郎的笔记和今井武夫的回忆录,说明“七七事变”
From June 21st to 25th, 1987, the Symposium on Commemorating the 50th Anniversary of the Anti-Japanese War in Binh Dinh was held in Ji County, Tianjin, hosted by six units including Beijing and Tianjin Party History Society. More than 50 experts, scholars, professors and researchers from higher education institutions, research institutes and PLA institutions in Beijing and Tianjin attended the conference and submitted 41 papers. Comrade Du Li, vice minister of Propaganda Department of Tianjin Municipal Committee, addressed the meeting. The conference heatedly discussed the occurrence and evolution of the Anti-Japanese War of Peace in Tianjin 50 years ago and other related issues when the Japanese militarists invaded China. First, on the “July 7 Incident” causes. In recent years, some foreign scholars have suggested that the “Seventy-Seven Incident” was a misunderstanding of the Japanese military exercise by the Chinese garrison and opened fire with fear because of the “incident of July 7,” which saw the invasion of China as a historical misunderstanding by chance. In order to clarify the facts, some comrades examined in detail the garrison situation of the Chinese and Japanese troops near Wanping before the “July 7 Incident” and used the notes of the Japanese squadron leader Qing Shiro and the memoir of Imai Takefu to explain how the “Seventy-seven Incident ”
