京津冀作为一个有机整体,其协同发展所面对的问题具有复杂多样性和相互联系性。构建以支撑力、驱动力、创造力、凝聚力和辐射力等构成的综合发展指标体系,分别通过规模指标与人均指标对京津冀经济社会发展总体水平及发展特征进行综合测度,可对京津冀的发展现状作出基本的判断。下一步,应着力建立协同发展的制度框架体系和区域协调机制,尽快完善功能及产生疏解的跨区域配套政策,尽快完善多元化的生态补偿机制。
As an organic whole, Beijing-Tianjin-Hebei region has a complex diversity and interdependence with the problems it faces in its coordinated development. Build an index system of comprehensive development based on supporting forces, driving forces, creativity, cohesion and radiation, and make a comprehensive measurement of the overall level and development characteristics of Beijing-Tianjin-Hebei economic and social development through the index of scale and per capita respectively, Ji’s status quo to make basic judgments. The next step should be to establish a synergistic development of the institutional framework and regional coordination mechanism as soon as possible to improve the function and ease the cross-regional supporting policies, as soon as possible to improve a wide range of ecological compensation mechanism.
