1989年的市场物价形势体现了治理整顿的初步效果,但年初提出的控制目标并未得到实现,预计全年物价指数比上年上升约18.4%。物价上涨势头的控制主要取决于宏观“双紧”政策下市场形势的变化。增长速度下降和市场销售疲软,有助于控制物价上涨,但与宏观紧缩所伴生的诸种问题和矛盾也十分突出,有些措施已成为政府的沉重负担。对现有市场物价形势的分析表明,1990年的市场将会由年初的相对宽松转变为下半年逐渐趋紧,推动物价上涨的因素仍较多,这会使政府控制物价的目标实现更为艰巨;为不轻易丧失已取得的治理整顿成果,1990年的价格调整,既要不失时机,又要量力而行;一定要将物价指数控制在1989年的水平以下,计划新涨价幅度不应明显超过1989年,同时调价项目安排还应有利于调整结构、提高效益的要求,以促进治理整顿目标的全面实现。如果宏观控制得当,国家调价幅度不超过4个百分点,且出台时机得当,那么,1990年的物价指数上升幅度有可能控制在13%左右,做到明显低于上年。

In order not to easily lose the results obtained by the rectification of governance, the price adjustment in 1990 must not only miss the opportunity, but also must do what it takes; it must control the price index below the level of 1989, and the planned new price increase rate should not exceed significantly. In 1989, at the same time, the price adjustment project arrangement should also be conducive to the adjustment of the structure and the requirements for improving efficiency, so as to promote the full realization of the goals of governance and rectification. If the macro control is appropriate, the price adjustment rate of the country does not exceed 4 percentage points, and the timing is appropriate. Then, the price index increase rate in 1990 may be controlled at about 13%, which is obviously lower than the previous year.
