2004年6月23日至30日,中国人权研究会调研组去上海市和江苏省无锡、镇江、常州等地调研、考察进城农民工合法权益保障状况。调研实践表明,这四个城市在进城农民工权益保障方面做出了可喜业绩,已形成了一系列行之有效的好做法,创造了良好经验,特别是无锡等苏南各地一大批进城农民工已转变为新市民,融入当地主流社会,地方政府的“新市民理念”及一系列行之有效的做法尤为喜人,显示出进城农民工融入城市的良好前景,展示出妥善解决城乡两元结构矛盾的一条光明出路,以及人权保障水平大幅提高的可喜状况。
