1967年国际标准化组织第29技术委员会(即小工具技术委员会,代号ISO/TC29)于英国伦敦召开第12次全体委员会时,决定成立一个工作组来拟订单刃车削刀具的寿命试验国际标准。因此,于1968年成立了名为“刀具寿命试验统一化”工作组(代号ISO/TC29/WG22)。先后有捷、法、德、匈、意、波、瑞典、瑞士、英、奥、比、荷、美、苏等14个国家派代表参加了工作组,由瑞士代表任秘书。工作组自1968年9月在斯德哥尔摩召开第一次会议后,先后召开了五次全组会议,此外还召开了许多小型会议,共提出过五次草案,发往各委员国征询意见。在ISO/TC29举行第14次全体大会时,决定将第五次草案(即ISO/DIS3685—1975)自1975年四月起发各委员会员国传阅以进行表决。随后在22个国家赞同、二个国家反对的情况下,通过作为正式国际标准,即ISO3685—1977(E)《单刃车削刀具的寿命试验》。本国际标准共分两个部分,即正文(共10条)和七个附件。它不仅适合科学研究机关、大专院校使用,而且也适合工矿企业的实验室使用。对我国今后进行刀具寿命试验有较大的指导意义和参考价值。故本刊决定从本期起分两次予以发表。本期发表该国际标准的正文部分,下期将发表七个附件,其中应用数理统计原理对刀具寿命数据进行评估部分不仅适用于单刃车削刀具,对其它刀具也同样适用。至于有关文中的名词术语,待我国制订出此方(?)标准后,则按标准执行。
In 1967, the 29th Technical Committee of the International Organization for Standardization (ie Widget Technical Committee, codenamed ISO / TC29) held its 12th Committee of the Whole in London, England, and decided to set up a working group to formulate an international standard for the life test of single-edged turning tools. Subsequent to the approval of 22 countries, the opposition of two countries was adopted as the official international standard, namely the life test of ISO 3685-1977 (E) single-flute turning tools. The international standard is divided into two parts, the main text (a total of 10) and seven annexes. It is not only suitable for scientific research institutions, universities and colleges, but also for industrial and mining enterprises in the laboratory. It is of great guiding significance and reference value for our country to carry on the tool life test in the future. Therefore, we decided to issue two issues from this issue. This issue of the body part of the International Standard, the next issue of seven annexes, including the application of mathematical statistics principle of tool life data evaluation part applies not only to single-edged turning tools, the same applies to other tools.
