本文阐述了市场经济背景下政府面临的诚信危机及政府诚信在当下面临的挑战,研究了传统诚信体系的消解和当前政府诚信缺失的根源。分析了政府失信的主要原因,如自由裁量权过大、行政立法泛滥、决策不透明、责任模糊、监督不到位等,在此基础上提出了依法行政、政务公开、信息公开、完善问责制、加强监督等建设诚信政府的法治建议。 This article elaborates the crisis of honesty and trust that the government is facing under the background of market economy and the current challenge of government honesty. It studies the root causes of the disappearance of the traditional credit system and the current lack of government honesty. This paper analyzes the main reasons for the government’s dishonesty, such as the excessive discretion, the flooding of administrative legislation, the opaque decision-making, the obscure responsibility and the inadequate supervision. On the basis of this, the author puts forward the following suggestions: administration by law, making government affairs open, information disclosure, perfection of accountability, Strengthen the supervision and other construction of honest government rule of law proposals.
