1 食品卫生监督管理中存在的主要问题有人认为,当前食品卫生监督人员少,监督设备落后,取证工具缺乏等,也有人认为,生产经营单位自身管理不完善,未形成健全的管理体系。自《行政诉讼法》颁布实施以来,一些地方出现食品卫生处罚数目明显下降,或者因处罚而引起的行政诉讼案件中,食品卫生监督机构以败诉而告终的屡见不鲜。这些现象,又促使人们认为提高法律知识水平是食品卫生监督的重要课题。对此,由于我国尚处在社会主义初级阶段,食品卫生监督管理立法时间短,除严重问题之

These phenomena have also led people to believe that raising the level of legal knowledge is an important issue for food hygiene supervision.
