上海图书馆理事会于2014年10月正式成立,是上海图书馆的决策咨询与监督管理机构,负责对图书馆发展战略、规划、重大的发展项目和改革举措提出意见和建议,并监督图书馆的国有资产管理等。理事由政府部门代表、社会人士代表和图书馆代表组成。理事采用委任制,由市委宣传部履行任免程序。理事会不直接参与图书馆管理和干预图书馆日常事务,理事会会议是其行使议事权和决策权的重要方式。强化理事会决策作用的发挥、推进法人治理结构制度建设、加强理事会自身能力建设、注重理事会工作的社会宣传是保障理事会制度有效运行的重要方式。
The Shanghai Library Council was formally established in October 2014 and is the decision-making consulting and supervision agency of the Shanghai Library. It is responsible for making comments and suggestions on the development strategy, planning, major development projects and reform measures of the library and overseeing the library State-owned assets management. The board of directors is composed of government department representatives, social representatives and library representatives. Appointment by the governing system, by the Municipal Propaganda Department to implement the procedures for appointment and removal. The council does not directly participate in library management and intervenes in the routine affairs of the library. The council meeting is an important way for the council to exercise its power of deliberation and decision-making. It is an important way to ensure the effective operation of the council system by strengthening the role of the council’s decision-making, promoting the construction of the system of corporate governance structure, strengthening the council’s own capacity building, and focusing on the social propaganda of the council’s work.
