第一條依據中央人民政府政務院關於實行糧食的計劃收購和計劃供應的命令,爲加强糧食市場管理,特制定本辦法。第二條所有私營糧商,在糧食實行統購統銷後,一律不准私自經營糧食,但在國家嚴格監督和管理下,得由國家糧食部門委託代理銷售糧食的業務。跨行跨業兼營糧食的私商,除少數大城市經國家特許代銷者 Article 1 The present Measures shall be formulated in accordance with the order of the Central Government, the State Council, and the State Council of the People’s Government for purchasing and planning supply of grain in a planned manner and in order to strengthen the management of the grain market.
