我们认为,《环保法》是一部以规范和制约政府环保履职为主的法律。新的《环保法》将同其他的以管制企业等污染者和开发者为主旨的环境资源保护法律并行不悖,各司其职,相辅相成,共同为我国环保事业提供完善的法律保障。
In our opinion, the “Environmental Protection Law” is a law that regulates and restricts government performance of environmental protection. The new “Environmental Protection Law” will go hand in hand with other laws on the protection of environmental resources aimed at polluters and developers, such as enterprises, and will give full play to their roles and complement each other and jointly provide a sound legal guarantee for the cause of environmental protection in our country.
