华新小学是上海远郊的一所典型的农村小学,本世纪初,随着城镇化进程的加快,随迁子女大量涌入,同时由于学校基础差,导致优秀生源与师资不断外流,学校的发展被迫陷入恶性循环;同时,随着上海“城乡基础教育一体化建设工程”的实施,学校之间的差距已不再是硬件建设的差距,而是越来越表现为师资队伍的差距。教师队伍的优劣,关键取决于教师的专业发展。如何把原本与教师发展相关的分散的工作统整起来,需要学校进行顶层设计,整体构建教师专业发展的支撑保障体系,这成为当时我们学校生存与发展的现实思考。推动教师素质的整体提升,必须依靠持续的实践研究,
