国内虚拟运营商发展现状MVNO数量截至2014年年末,工信部先后向25家企业发放三批移动通信转售业务许可。国内三家运营商与部分MVNO签署了转售协议,具体合作商家如下:“170”号段为MVNO专属号段,“170”号段的11位手机号码中的前四位用来区分基础运营商,其中“1700”为中国电信的转售号码标识,“1705”为中国移动的转售号码标识,“1709”为中国联通的转售号码标识。MVNO的客服从10020到10039,延续了基础运营商的号码规律。
