寻租理论试图解释依靠限价机制而不是市场机制促进经济增长所引起的消极后果。这些机制包括国家干预授予进口许可证、创造垄断等政治行为。最近人们的注意力被一些国家和地区经济成功的故事所吸引,在这些国家和地区,广泛存在的寻租被证明与高速度经济增长是相容的。日本和中国台湾就是这样的例子。这就吸引我们去辨认这些国家和地区租的具体样式或寻租的模式,评估租和寻租到底对它们的经济增长起积极作用还是消极作用。本文试图在经验判断的证据上建立识别墨西哥的寻租模式。作者认为,墨西哥存在着一个与众不同的寻租模式,即同一的社会和文化认可以及深植于实践中的权力。墨西哥寻租模式中公共机构拥有举足轻重的地位,这不仅表现在它对企业行为的影响,还表现在国家的政策理解和掌舵能力上。
Rent-seeking theory attempts to explain the negative consequences of relying on a price-limiting mechanism rather than a market mechanism to promote economic growth. These mechanisms include state intervention in granting import licenses and creating political monopolies. Recently, people’s attention has been drawn to the economic success stories of some countries and regions where the widespread rent-seeking proved to be compatible with high-speed economic growth. An example of this is Japan and Taiwan. This has led us to identify the specific patterns of rental or rent-seeking in these countries and regions and assess whether rent and rent-seeking play a positive or negative role in their economic growth. This article attempts to establish a rent-seeking model that identifies Mexico based on empirical evidence. The author believes that Mexico has a distinctive pattern of rent-seeking, that is, the same social and cultural endorsement and the power rooted in practice. The public agency in Mexico’s rent-seeking model has a pivotal position not only in its impact on corporate behavior but also in its national policy understanding and steering capabilities.
