党代表提案制的实行能够巩固党的合法性基础,凸显党员主体地位,提高党内事务的参与程度,密切党群干群关系。但是,党代表提案制在实行过程中面临着诸如党代表代表性问题、党内组织体制问题、相关运行保障机制建设问题。这些问题制约着党代表提案制作用的发挥,因而解决这些问题,完善党代表提案制的过程,既是党内民主升华的过程,同时又是加强中国共产党执政合法性的过程。
The implementation of the party representative’s proposal system can consolidate the party’s legitimacy foundation, highlight the party members’ main body status, enhance the participation of party affairs and close the relationship between the party and the masses. However, during the process of implementing the proposal system, the party representatives are faced with such issues as the representation of the party representatives, the organizational structure of the party, and the establishment of relevant operational guarantee mechanisms. These problems restrict the exertion of the party representative’s proposal making, so solving these problems and consummating the party representative’s proposal system are not only the process of sublimation of the party’s democracy, but also the process of strengthening the legitimacy of the CPC’s ruling.
