文章结合当前世界各国在构建终身教育体系、建设学习型社会和推进素质教育方面的发展目标和我国现代远程教学管理在实施素质教育过程的基本现状,研究了现代远程素质教育教学管理的基本内涵、基本内核、必要的环节及有效的保障措施。首次提出了现代远程教育贯彻落实素质教育必须从教学计划的“四变”作为切入点、教材建设“一体化”设计的“四个突出”点、影响素质教育教学过程的“四个弊病”、实施素质教育应有的“四个创新”、建立质量保证体系的“四个方面”、教学管理人员应具有的“四个素质”、把素质教育有机地溶入教学环节应正确处理的“六个关系”以及现代化教学管理的“五种体现”。
Based on the current development goals of all countries in the world in building a lifelong education system, building a learning society and promoting quality education, and the basic status quo of implementing quality education in modern distance education administration in our country, this paper studies the basic connotation of teaching management in modern distance quality education, The basic kernel, the necessary links and effective safeguards. It is the first time to put forward that “four changes” of teaching plan and “four salient points” of “all-in-one” design of teaching materials should be pointed out for the first time in carrying out quality education in modern long-distance education. The “four innovations” should be implemented in quality education, the “four aspects” of establishing quality assurance system, the “four qualities” that teaching administrators should have, the quality education should be organically integrated into the “six Relationship ”and the“ Five Reflections ”of Modern Teaching Management.
